Our Board Members
The board members of The Rephidim Project bring together decades of pastoral ministry, missions, and organizational experience. They are united by a shared commitment to equipping pastors and strengthening the church through faithful expository preaching.

Mark Halfacre
Chairman and COO
Mark’s areas of focus include ministry vision, organizational structure, government compliance, and media strategy. He retired from Texas Instruments in 2012 after a 33-year career in the semiconductor industry, where he held a number of management roles in research and operations management. Mark and his wife Jana live in Maine and are members of Galilee Baptist Church, where he also serves as an elder. They have two adult daughters and three grandchildren and enjoy cruising the Maine coast on their boat Pegasus. Mark has a passion for outreach and worldwide missions and exploring how new technologies can be used to spread God’s Word.

Timothy Woodward
Chief Financial Officer
Tim retired after many years in the corporate world. He has spent his career overseeing manufacturing, in IT support, and for the last 15+ years in various financial roles. He is an active member of the Free Grace PCA, Lewiston, Maine. Tim also spent time on the board of the Greater Portland Christian School, again in financial roles. He, and his wife Connie, have four adult children, two who have families locally with fun grandchildren. They also enjoy spending time in Arizona, where a third daughter lives, and their son is active military, currently serving overseas in intelligence roles. Tim’s passions concern finance and Christian stewardship.

Steve Tinsley
Clerk
Steve grew up in the military, traveling around the world. He followed in his father’s footsteps in serving our country through a long and distinguished career in the United States Navy. After retiring from the military, he entered the private sector for a few years before starting his second career as a missionary. During those years, he was active in the Officers’ Christian Fellowship, a parachurch organization whose mission is to engage military leaders in biblical fellowship and growth to equip them for Christlike service. Joan used her musical gifts to serve the Lord in local churches and pursued a personal desire to study Russian, little realizing how God would use both her singing and her Russian in later years. Steve and Joan joined Kontakt Mission, where they served for many years as missionaries in Orenburg, Russia. Steve used his gifts in teaching, and Joan used her voice to impact many young people for Christ and to help plant a church deep in the heart of Russia. After leaving Russia, they continue to serve in member care for Kontakt Mission, traveling to visit missionaries around the world to encourage them in the work of the Lord. Steve and Joan live in Cape Elizabeth, Maine, and are active members of Galilee Baptist Church. They enjoy spending time with their four children and numerous grandchildren.

Adrian Wells
Internet Technology Manager
Adrian provides information technology services and also serves as a member of the Board of Directors. He has worked in Information Technology for over 20 years.
